Мне встречались вполне адекватные локализаторши, работающие на Майкрософт. Может быть, поэтому русская версия виндов, по имеющимся у меня данным, превалирует в России просто абсолютно (среди легальных).

Imho, жаргонизм. С взрывной доступность ИТ надо аккуратнее подходить к терминологии.
